I proposed to change the appropriate rule in the editor of the local group policy, but it did not work. I had to dig a little.
The fluent search offered to use the Winaero User List Enabler program, but either it works only in Windows 8, or the problem is something else, but I failed to achieve the desired result with its help. Enabling the display of the list of users when downloading Windows 8.1 using the registry editor
