I think that in many cases it is unreasonable, especially considering the average salary in Russia, which is just in the middle of the above range.
My look at it: the phone cannot cost a monthly salary, or even exceed it. Otherwise, this phone is not needed (though, for a schoolboy or a student of junior courses, which has worked in the summer of a month to buy the coolest phone, and not ask him for the parents, it is relatively normal). There are quite good smartphones for 9-11 thousand rubles, which will greatly serve the owner. Buying the same smartphones on credit is an absolutely unjustified enterprise under any conditions, simply take the calculator, fold monthly (and related) payments and note that after six months the price of the device being purchased will be 30 percent below, in a year - almost twice. At the same time try to answer the question, and whether he really needs, such a phone and what you will get, buying it (and how else you could use this amount).
SAMSUNG GALAXY NOTE 3 is the best phone?
At the time of writing the article, the smartphone Galaxy Note 3 can be bought in Russia at an average price of 25 thousand rubles. What do we get for this price? One of the most productive phones today, with a large (5.7 inches) high-quality screen (however, a number of users are poorly responding about Super AMOLED matrices) and a long battery life.

At the same time, you will receive an equally productive device that is not particularly inferior in quality (and in something and superior, for example, as manufacturing). And the larger screen size, with Full HD permission for me (but, of course, it is not for everyone) - more dignity, this phone will replace both the tablet. In addition, I would noted the design of Sony Xperia Z Ultra - as well as other Sony smartphones, it is distinguished from the total mass of black and white plastic android devices. Of the flaws marked by the owners - the average for the quality of the pictures of the camera.
Apple iPhone 5S.

Not so long ago, the next generation of Nexus smartphones from Google appeared on sale. The advantages of Nexus phones have always been one of the most productive stages at the time of the exit (in Nexus 5 - Snapdragon 800 2.26 GHz, 2 GB of RAM), always the last "clean" Android without various pre-installed applications and shells (Lonchers), and a relatively low price when available characteristics.
The new model Nexus, among other things, acquired a displacer with a diagonal of almost 5 inches and a resolution of 1920 × 1080, a new camera with optical image stabilization, LTE support. Memory cards, as before, are not supported.
With the fact that this one of the most "fast" phones now, you will not argue, but: the camera, judging by the reviews, not particularly high quality, the battery life leaves much to be desired, and "relatively low price" in Russian stores grows by 40% Compared to the price of the device in the United States or Europe (at the moment we have 17,000 rubles for 16 GB version). Anyway, it is one of the best phones with Android OS for today.
Windows Phone and Best Camera - Nokia Lumia 1020
Different articles on the Internet suggest that the Windows Phone platform is gaining popularity, and this is especially noticeable on the Russian market. The reasons for this, in my opinion - a comfortable and understandable OS, pretty a wide selection of devices with different price. Of the disadvantages - fewer applications and, perhaps, the smaller community of users, which can also influence the decision to buy a smartphone.
Nokia Lumia 1020 (price - about 25 thousand rubles) is notable, primarily its camera with a resolution of 41 megapixel (which makes really high-quality pictures). However, the remaining technical characteristics are also not bad (especially given the fact that Windows Phone is less demanding about them than Android) - 2 GB of RAM and dual-core 1.5 GHz processor, an amoled screen is 4.5 inches, support for LTE, long battery life.
I do not know how popular will be (and whether the Windows Phone platform becomes), but if you want to try something new and there is such an opportunity - this is a good choice.

Of course, there are other remarkable models and, I am sure that in the coming months there are still many new products - we will see curved screens, we will estimate 64-bit mobile processors, I do not exclude the return of QWERTY keyboards into separate models of smartphones, and maybe something else. Above I presented only the most interesting personally in my opinion, which, if you acquire them, should continue to work and not too obstruct during the whole 2014 (I do not know, however, as far as applies to the iPhone 5S - it will continue to work, but "I will endure "Immediately with the release of a new model).
